Long Mott’s safety review is finished. The construction permit is not.

NRC staff completed the safety evaluation for four Xe-100 reactors meant to supply steam and power at Dow’s Seadrift site. Issuing that evaluation does not issue the permit.

The U.S. Nuclear Regulatory Commission released, on 30 October, the final safety evaluation for Long Mott Generating Station. Long Mott Energy, a wholly owned subsidiary of Dow, applied in March 2025 to build the plant in Calhoun County, Texas. Docket 50-614. Four X-energy Xe-100 high-temperature gas-cooled reactors, 800 megawatts thermal, 320 megawatts electric. Electricity and process steam for Dow’s Seadrift Operations, surplus power to the grid. X-energy describes the project as the first grid-scale advanced reactor at an industrial site in the United States.

Staff concluded that the preliminary design and the site provide a safety basis to begin construction under 10 CFR Part 50, and recommended that the Commission make the findings in 10 CFR 50.35, 50.40 and 50.50. The letter transmitting the evaluation does not commit the agency to issue the construction permit. The Advisory Committee on Reactor Safeguards had already reported to the Commission, on 16 October, after its own look at the novel parts of the case. The environmental assessment and finding of no significant impact date from May 2026. Both primary reviews are done. A construction permit is a separate act.

Process-steam manifold and local gauge

Two conditions proposed by the staff are about the site, not the brochure. Map the geology of each foundation excavation for safety-related structures. Tell the NRC when grading and passive flood protection are ready to be examined. Further design, the staff wrote, can reasonably wait for the final safety analysis report that accompanies an operating-license application. That is the ordinary Part 50 split: enough design to start civil work under conditions, not a finished plant and not fuel in a core.

Seadrift’s product is steam inside a chemical process, with megawatts beside it. A hyperscaler’s interest in firm power does not set the enthalpy the header has to deliver, the export path off the site, or the operating license that still sits after any construction permit the Commission might grant. Earlier notes on small reactors next to AI campuses were about siting intent. Long Mott is a named industrial offtaker, a completed staff safety review, and an unissued permit. Entering it on a 2027 utilities plan as if ground had been broken would be a calendar error, not a licensing milestone.
