M: We still talk about neon like it’s stationery. It’s capacity.

L: Scanner availability is green. Resist is fine. We will still miss starts if the excimer partners go short—or if helium for leak check and cooling paths get rationed.

F: Dual-source on paper. Same regional bottleneck in practice. Purity grade is not “neon is neon.”

L: MES does not have a “gas scarcity” hold code that anyone respects. We invent soft holds after the fact.

M: Then invent the hold code this afternoon. Name who can release it.

Fin: What do I tell the board—CapEx or OpEx panic?

M: Tell them lost wafer starts. Neon is not a chemistry hobby. It is whether Layer X runs.

  • Materials owns POs and certificates of analysis.
  • Facilities owns pads, manifolds, changeout.
  • Process owns recipe qualification to a grade.
  • Nobody owned allocation response until this room.

F: We can change a cylinder in twenty minutes. We cannot invent neon.

L: And we cannot “tune around” a missing light source with a dose joke.


Fin: Buffer inventory?

M: Buffer without shelf-life and heel management is dead capital and a purity surprise. We need days of cover by SKU, not a heroic trailer.

Specialty gas is not a purchase order. It is a capacity instrument with purity, quota, and a named release authority—or it is a surprise green scanner with no photons.
